Representation of Municipalities and Other Governmental Bodies

• Acting as General or Special Counsel, RMC&D provides these services:
• Advise the Village President and Board of Trustees and attending their meetings
• Advise committees and attend their meetings
• Advise the Village Manager, department directors and other municipal staff
• Advise Plan Commissions, Zoning Boards of Appeals, Historic Preservation Commissions, Boards of Fire and Police Commissioners, Cable TV Commissions, Liquor Control Commissions and other boards and commissions

• Issues arising under the Open Meetings Act, Freedom of Information Act and the Illinois Public Employees Labor Relations Act, municipal contracts  and agreements
• Employee relations, collective bargaining and employee discharge proceedings
• Operation, acquisition and financing
  of municipal utilities

  annexation agreements
• Eminent domain
• Special assessments and special service areas
• Land use and zoning issues
• Franchise and regulation of cable TV operators, telecommunication operators budget, appropriation and tax levy matters
• Home rule and non-home rule powers

• Rendering formal legal opinions
• Service as issuer's counsel for general obligation, alternate source revenue, IDB and other municipal bonds
• Negotiate and draft redevelopment contracts
• Tax increment financing

• Advise school districts, superintendents, and other school district personnel.
• Special education and related matters.
• Disconnections and annexations.
• Labor negotiations, grievance arbitration and other personnel related matters.
• Contract negotiation and drafting.
• Student discipline matters.
• Advisement and representation relating to the establishment off TIF's.
• Use of school facilities.
• Election matters.

• Zoning and land use related matters
• Negotiation of annexation agreements and redevelopment agreements
• Real estate transactions and related matters
• Negotiation and drafting of contracts with units of local governments and school districts
• Matters pending before zoning boards, plan commissions, local liquor commissioners and other local governmental bodies
• Matters pending before state agencies such as the Illinois Commerce Commission, the Illinois Environmental Protection Agency and the Illinois Liquor Control Commission.
