Village petitioned for review of decision of State Labor Relations Board that sergeants employed by village police department were not supervisors within meaning of Public Labor Relations Act and could form a collective bargaining unit without village‘s consent to do so. The Appellate Court held that sergeants had disciplinary authority, and exercised independent judgment in exercising such authority and, thus, were supervisors within meaning of provision of Act excluding supervisors from bargaining units.
