Police detective brought § 1983 action against city and city officials, alleging that he was passed over for promotions and removed from his position on a task force in retaliation for his speech to his supervisors, in violation of the First Amendment. The United States District Court for the Northern District of Illinois dismissed action. Detective appealed. The Court of Appeals, Williams, Circuit Judge, held that: (1) detective‘s report to supervisors was speech pursuant to his duties as a detective, rather than protected speech as a citizen, and (2) employee was not entitled to grant of motion to alter or amend judgment.
